Laser Safety Program

BCIT utilizes a variety of lasers across its campuses for teaching, research, and operational purposes. The Laser Safety Program ensures that a safe and controlled working environment is promoted and maintained for staff, students, and visitors.

The Laser Safety Program at BCIT is aligned with current laser safety standards and is committed to minimizing risks associated with laser use through:

the application of a hazard classification system for all lasers (Class 1–4),
the implementation of appropriate engineering controls (e.g., enclosures, interlocks, beam stops),
the use of administrative controls including standard operating procedures and restricted access to controlled areas,
appropriate training, authorization, and qualification of laser users,
the use of personal protective equipment (PPE), including suitable laser eye protection,
proper labeling and signage in accordance with current regulatory requirements,
careful consideration of laser locations, beam paths, and controlled areas, and
development of emergency procedures for laser-related incidents and exposures.

The Laser Safety Officer (LSO), in coordination with Health, Safety and Environment, is responsible for implementing and maintaining the Laser Safety Program.

This function provides:

hazard evaluations and risk assessments for laser systems,
guidance on control measures for Class 3B and Class 4 lasers,
development and review of standard operating procedures (SOPs),
training and user authorization, and
incident response support.

The purpose of this oversight is to promote, maintain, and audit safe working practices involving lasers in accordance with recognized safety standards.

A Laser Safety Manual has been developed in to ensure safe laser use and regulatory compliance. This manual includes:

program roles and responsibilities (including LSO authority),
laser classification and hazard assessment procedures,
control measures for Class 3B and Class 4 lasers,
standard operating procedures (SOPs),
requirements for controlled areas, signage, and labeling,
personal protective equipment selection and use,
training and user authorization requirements,
inspection and audit protocols, and
incident reporting and exposure response procedures.

The Laser Safety Program includes training to ensure users understand laser hazards and required controls.

Laser Safety Training introduces:

laser fundamentals and classification (Class 1–4),
biological effects of laser exposure (eye and skin hazards),
hazard evaluation concepts (e.g., Nominal Hazard Zone),
control measures required under ANSI Z136, and
safe work practices when operating or working near lasers.

Training is required for all personnel working with or around Class 3B and Class 4 lasers.

The BCIT Laser Safety Program is based on recognized standards and regulatory requirements, including:

ANSI Z136 Series – Safe Use of Lasers,
WorkSafeBC Occupational Health and Safety Regulation, and
applicable Health Canada guidance.
