Course Overview
This course introduces students to land development from a constraints and opportunity perspective and examines the role of government in the land use planning process. It provides students with principles and methods for logical land use decision-making and supports them to produce land development scenarios.

Learning Outcomes
Upon successful completion of this course, the student will be able to:
- Describe the general history of land use planning.
- Describe the evolution of land settlement patterns in the various regions of Canada.
- Articulate factors that must be considered in community design in cold climates.
- Explain planning concepts, including sustainable development, land use choice, development potential, floor-space ratio, units per acre, and gross and net lot area.
- Undertake a preliminary context assessment, environmental assessment and greenspace analysis of a proposed development site.
- Describe the evolution of different settlement patterns and planning strategies in Canada.
- Describe the development of planning principles, structures and processes, and the tensions between different planning philosophies in Canada and internationally.
- Articulate land use regulations and the different roles of each level of government.
- Explain the purpose of regional plans, official community plans, and zoning legislation and the role of the public and other stakeholders in planning processes.
- Apply local planning controls to evaluate constraints on land development.
- Explain the economics of land development.
- Advocate for, or against, a proposed development based on environmental, social, and economic reasoning
- Analyze the risks of a particular planning design.
- Recognize the importance of land surveyors in the planning and development process.
