Course Overview
This course presents the key theory and practice in performance measurement specifically in health services. The material concentrates on the fundamental accountability tools and techniques used in the Canadian health system to monitor and report on the efforts to continuously improve the quality of health services delivered. The focus of the course will be on developing competency in performance measurement in order to show progress in evidence-based management and improved outcomes. The performance measurement processes are applicable to all health care settings.

Learning Outcomes
This course introduces the concept of comprehensive accountability in health care and service delivery in order to promote an evidence-based approach to decision making and to improve the outcomes of the Canadian health system.
Upon successful completion, the student will be able to:
- Describe the core principles of accountability and relate these principles to the Canadian health system.
- Identify the key contributions of the Canadian federal government and the provincial governments of Alberta, British Columbia and Ontario and their quest for improved accountability and performance measurement from the health system.
- Explain the evolution and development of performance measurement systems needed to improve accountability in the Canadian health system.
- Use the various types of performance measurement tools available including quality monitoring and reporting processes, occurrence screening systems, clinical practice guidelines for specific health disciplines, clinical pathways for inter-professional care delivery, internally focused balanced scorecards and externally focused health care report cards.
- Apply performance measurement theory and principles to both internally focused balanced scorecards and externally focused health care report cards.
- Demonstrate improved evidence-based management and improved outcomes in health care and service delivery through comprehensive analysis and interpretation of internally focused balanced scorecards and externally focused health care report cards.
