Focuses on the responsibility and duties of the PHI/EHO in land development. The process by which land is zoned, subdivided and developed is examined. Environmental assessments are discussed in detail.

Learning Outcomes
Describe the procedure and legislative framework by which land is subdivided and developed.
- Explain the responsibility and duties of the PHI/EHO in land development.
- Employ maps, terms, and drawings utilized in land development.
Assess the importance of zoning as it relates to land use.
- Describe the roles of municipal, provincial, and federal government regulatory bodies with respect to the application and enforcement of land use regulations.
Outline how a community plan is developed and implemented in communities.
Propose improvements in linear infrastructure (e.g. water and sewer expansions) in community development and planning.
Properly utilize land use related terms such as gross density, property identifier, variance permits, and land-use designations (zoning codes).
Justify the importance of land use planning and regulation in municipal and regional districts.

- Apply the provincial land title system.
Conduct Phase 2 and 3 environmental assessments.
- Explain the difference between Phase 1, 2, and 3 environmental assessments.
