This course provides a foundation in labour relations for municipal leaders moving into management positions. Participants will gain an understanding of the legal frameworks, collective agreements, and practical communication strategies that support effective union–management relationships within BC municipalities.

Learning Outcomes
Upon successful completion of this course, the student will be able to:
- Explain the structure and purpose of the labour relations system in British Columbia and its application to unionized municipal employees.
- Differentiate the roles, rights, and responsibilities of union members, union representatives, supervisors, managers, and employers within the BC labour relations framework.
- Interpret key provisions of a fire service collective agreement to determine their impact on operational and people-management decisions.
- Apply appropriate informal and formal dispute resolution and grievance processes to common fire service workplace scenarios.
- Analyze labour–management interactions to identify communication and problem-solving strategies that support effective operations, healthy workplace relationships, and public trust.
