This course presents the natural state of land use considerations, planning elements, neighbourhoods, road patterns and classification. The responsibilities in managing the highways system are discussed. Finally, the course covers the basics of traffic control devices.

Upon successful completion, the student will be able to:
Describe the general principles that apply to rural land use designations and planning.
Relate these principals to the engineering considerations that apply to development including road classifications and required servicing involved in land development.
Describe the basics of traffic engineering, including traffic control devices.
